You could just deduct points for knocking them over, instead. yeah, we learned our lesson on that one when a team at the Ohio State tournament this year submitted an old shoe with a rolled up magazine stuck in it as their 'arm' and almost won the event because of this and the way the tiebreakers were setup.
this wont fly when it is an actual event with more competition as it would be like submitting a mousetrap as your mission possible

Is the arm allowed to move the goals from their orriginal position, provided it doesn't tip them over, without any penalty?

With last year's published trial rules, there would be not penalties for doing that.

Are you allowed to use an adhesive to "grab" the objects, or must a physical grasping mechanism be used?

I've been reading up on programming and imagining design ideas, but I wouldn't suggest buying/building anything because the rules could be very different, though I've been playing with legos to test ideas
