For some reason, this year my partner and I had no trouble with using NOAA. Somehow, we managed to find everything we needed (it was always the first entry when we searched for something).
The only issue was that we were held back for a few minutes because we got the messed up computer that wouldn't print. And they had to enter a password every time to print it, so we were just standing there while they tried over and over to print out our papers. Took quite a few tries. :?

Until the official rules come out, the Wiki is guessing too. I'd be surprised if it wasn't USGS though.

Unless they come out with a new website that hasn't been used before, they will use USGS.
