I've never seen this in mine, although I'm sure it does happen. Check my post in "Funny Test Answers" and you'll see that binders may be taken a little less seriously in my state.

I think they're getting more lenient with the rules, because now you're allowed FOUR 8.5 x 11 cheat she- I mean, note sheets to use for competition.

Yeah, but I too am glad we're not allowed binders. If you can put all of your stuff in a binder, then people assume that they don't have to study as much. Then the kids who do study a lot are sometimes cheated out of a place because someone else was lucky enough to have the right web page printed off into their binder. I think four sheets is really good. Then maybe they can make the questions a little harder than last year but still not make students totally note-reliant.

You also have to take into account the topic, there's a lot you can do with water, even just fresh water.

FOURRR cheat sheets?!?!?1 omfg ughhh i hate this event even more now lol
it was alreaedy tooooo easy with quakes, so easy that you could get an almost full score and still not medal because the other teams got the SAME SCORE -_-
now that we have 4 sheets its pretty much the same thing as a binder because with a little organizing, abbreviating, and a size 5 font, you can pretty much fit almost all ur info from a binder into those sheets....
