Yes, well, sort of. In the case of unconfined aquifers, the potentiometic surface is the water table, in the picture, however, it is labeled incorrectly, it should be label potentiometic surface.

Scroll down a bit and you'll get to a key for symbols and shading and stuff that can help you with interpretation.

Is Manning's roughness coefficient something that would be given to you in the problem? And if you're looking for discharge, is the area they're talking about just the width of the river times it's length? And the R in the equation is just its depth right?
