This is not the place for official clarifications, I doubt any tournament will honor postings here if used for arbitration. For an official ruling submit a clarification at soinc.org. That being said, rule 2.b. states "The helicopter may be braced with string of any base material." So, in my opinion, the answer would be maybe. It likely depends on wether the carbon fiber is in string-form or laminate form. Random tip: NEVER USE KITE PAPER FOR YOUR WINGS, EVEN IF IT SOUNDS LIKE A GOOD IDEA. Too heavy! I learned this midway through my helicopter experience. In time--thank God--for regionals.
