No it has to be freestanding it can't be taped or touching anything except for the bottom. See this clarification

No. The structure may not have an edge, wall, or other surface that could help keep the cup from falling off or tipping over. According to rule 4.b. the cup must be free-standing on the structure. Throughout the testing, if the cup leans against anything other than the flat surface of the structure, then it will be supported by what it is leaning against and not be free-standing.

so, the bottom surface where our cup is is the only thing the cup and ball can be supported by. can the bottom surface be anything from the materials?

The bottom surface, I think, can be anything except for the tape, because you can't tape it down. I have a question that I need to be answered ASAP, are tape dispensers allowed? This is like packing tape dispensers, office dispensers, ect.
