Many pipe cleaners. Think 10 per strand. Or large-gauge jewelry wire wrapped in string (embroidery floss). Or legos (and glue). Or polymer clay a la sculpey. I used copper wire to prototype a pre-build model, and it is very stable and retains its shape well. In the image gallery there are photos of my sister's model from past years, in which she coiled stiff paper for the backbone and used paper-covered foam core for the bases, with many wire supports.
