They could use sand. I think it is heavier than water.

You could try filling the PVC pipes with water. That way, your device could weigh more without you having to put weights on it.
If you do go with weights, go with exercise freeweights or dumbells. If you don't have those, go with sand. Water weighs too little, and it's more difficult to bring around.

I'd go with bricks, why struggle with water and pvc pipes when you can just have.. bricks. I think the reason that some people consider using water as ballast is that they don't have to travel with it. For most teams packing for Nationals, or even states (in states like California the travel time to states can be many hours) is a big deal. Shipping bricks with FedEx is a pretty inefficient use of the teams money, but you don't want to have to spend time shopping in Augusta either. You know that you will be able to get water at your hotel, or at the gas station on the way to competition, but you can't be sure you will pass a store that sells bricks.
