I'm looking over the scoring for this event and it's not clear to me how it works (at least compared to the 2019 and 2020 version of this event.) If the ppm measurement is given to the nearest unit value and the regional multiplier is 20, would this not mean you don't get any points for a station if your device's measurement is only 1 ppm off?

The scoring asks for relative error, not absolute error. If you are given a 500 ppm solution and you're off by 1ppm, you have a relative error of 0.2%. So with a multiplier of 20, you'd score 15-(20*0.2%) = 14.96 for that station.
