No unfortunately, it specifically clarifies it in the construction parameters because it's considered a pre-built device. However, it also does give which pieces are available to use so ultimately, you're building your own working load cell with the specifications in the event book.

This is going to cause issues this year. A FAQ was posted that I think some ESs will see and others will not. This IS an official FAQ from https://www.soinc.org/detector-building.

THE RULES SAY LOAD CELLS ARE CONSTRUCTION VIOLATIONS. ARE STUDENT-CONSTRUCTED LOAD CELLS (E.G. FROM STRAIN GAUGES) ALLOWED?
A student built load cell from basic components like strain gauges is legal.
