STATE SONG - BATTLE OF THE HYMN

We have the state tournament on Saturday, April 1. Reading the rules, construction parameter 3b, defines the highest scorable scale as C4 to C5. The newly released (11/15/22) Battle of the Hymn, this revised song excerpt was rewritten to be in the G4 to G5 octave…not the C4 to C5 as required by construction parameters. In the song, there are 4 notes above the C4 to C5 range. Has another version been released to fit the required C4 to C5 or is it intended for the competitors to rewrite in their chosen chromatic scale per rule 5, Part 2, Fii.

If they are to rewrite, then are they to submit this version to the event supervisor to ensure they are given full credit for the song and not tiered for mis-interpretation of the rules.

As you say, rule 5 II f ii clearly says that competitors can transpose and choose their starting pitch. The construction rules do not require the song to be played between C4 and C5. C4 to C5 is the highest allowable range for the scoreable pitches for your device. You are required to chose one of those pitches as the starting note for your song, but you are allowed to go outside this range to play the song, so it would be legal for you to build an instrument with an extended range, and play the song as written, although you'd have to do a bunch of unnecessary work.
