You're correct that each participant is allowed one 8.5x11" note sheet. These note sheets do not need to have the same content. Any event supervisor who has read the rules should know that each participant is allowed a unique note sheet. Feel free to bring a backup that you can leave in your team's homeroom, but you should assume that each participant can have one 8.5x11" sheet.
